Notice on Prohibiting Tourism and Adventure Activities (Hiking Crossings) in the Undeveloped Areas of Hengshan Mountain


To effectively safeguard the ecological system of the Hengshan Mountain scenic area and prevent forest fires, geological disasters, and casualties, in accordance with the Environmental Protection Law of the People’s Republic of China, the Forest Law of the People’s Republic of China, the Tourism Law of the People’s Republic of China, the Regulations on Nature Reserves of the People’s Republic of China, the Regulations on Forest Fire Prevention and Control, and other relevant laws and regulations, the following matters are hereby announced:

I. No Entry Zone

All areas within the Hengshan Mountain scenic area that have not undergone planning approval, do not meet the conditions for tourist reception, or lack safety assurance and rescue services—such as core zones of nature reserves, forested areas, canyons, and areas with geological hazards—are strictly prohibited from being entered without authorization by any organization, entity, or individual for activities such as hiking or trekking.

All forms of tourism and adventure activities, including mountain climbing and camping.

II. Legal Consequences and Liability

1. Administrative penalties: Relevant authorities will impose lawful sanctions on those who enter in violation of regulations; public security organs will take lawful measures against those who refuse to cooperate or disrupt public order; and where criminal offenses are established, criminal liability shall be pursued in accordance with the law.

2. Rescue and Recovery Costs. In the event that a participant requires rescue due to violations of the rules, all associated rescue expenses—including, but not limited to, search-and-rescue operations, medical care, and transportation—shall be borne by both the person being rescued and the event organizer.

3. Participants assume all risks. Any consequences or liabilities arising from injuries, fatalities, property damage, or other losses occurring within the prohibited area shall be borne solely by the individuals concerned and the event organizers.

4. Accountability for environmental damage: Anyone who causes harm to the ecological environment shall, in accordance with the law, bear liability for compensation and restoration. We urge all residents and visitors to cherish life, respect nature, choose officially designated scenic areas and well‑established routes, and travel safely and responsibly.
