Following the arrangements of the Municipal Committee, a cadre meeting of the Hengshan Mountain Scenic Area Management Center was held on April 4th, announcing personnel appointments and removals decided by the Municipal Committee. Due to the epidemic, this decision was arranged independently by our county.

County Party Secretary Gao Ying attended the meeting and delivered a speech. County leaders and former director of the Hengshan Mountain Scenic Area Management Committee, Fu Yuanjin, presided over the meeting.

Gao Dawei, deputy director of the County Committee Organization Department, read out the Municipal Committee's decision on personnel appointments and removals: Cao Qilong was appointed as the Party Committee Secretary of the Hengshan Mountain Scenic Area Management Center, nominated as the director of the management center; Pei Yanwei was appointed as the full-time deputy secretary of the management center; Yang Xinru and Gong Wei were appointed as members of the management center's Party Committee, nominated as deputy directors of the management center.

In his speech, Gao Ying pointed out that today's meeting announced the Municipal Committee's decision on the appointment of Comrade Cao Qilong and others. This is a major event in the political life of the cadres and staff of the Hengshan Mountain Scenic Area Management Center, and also a joyous event for the development of Hunyuan's cultural tourism industry. The Hunyuan County Committee and County Government fully agree with and resolutely abide by the decision of the Municipal Committee and Municipal Government. Gao Ying fully affirmed the contributions and achievements of the former leading group of the Hengshan Mountain Scenic Area Management Committee and its cadres and staff, and spoke highly of the work achievements, personal character, and excellent style of the newly appointed comrades. He pointed out that the future development of Hengshan Mountain has great potential, but there are also many shortcomings. The appointment of these comrades reflects the Municipal Committee's care for the development of Hengshan Mountain and also places high expectations on them.

Gao Ying emphasized that the Party and government cadres of the Hengshan Mountain Scenic Area Management Center must raise their political standing and resolutely unify their thoughts and actions with the major decisions and deployments of the Municipal Committee with absolute political loyalty. This personnel appointment of the main leaders of the Hengshan Management Committee is a major personnel arrangement made by the Municipal Committee considering the overall situation of the city's work, improving the institutional setup of the Hengshan Mountain Scenic Area Management Center, and promoting the creation of the Hengshan Mountain 5A-level scenic area. Comrade Cao Qilong is politically reliable, has a strong work style, dares to take responsibility, is courageous in pioneering, and has a strong ability to deal with complex situations and resolve complex contradictions. Gao Ying emphasized the need to focus on the creation of a 5A-level scenic area and accelerate the progress of the 5A-level scenic area creation work with a spirit of vigorous endeavor. The creation of the Hengshan Mountain 5A-level scenic area is not only related to the economic benefits of a single scenic area, but also plays a crucial and important role in promoting the implementation of Hunyuan's cultural tourism revitalization strategy. As an important institution that exercises the functions of scenic area management, the Hengshan Mountain Scenic Area Management Center should undertake the construction and management responsibilities of the Hengshan Mountain scenic area and the creation of the Hengshan Mountain 5A-level scenic area. This is a natural responsibility. Everyone must overcome difficulties, forge ahead, and promote the creation of the 5A-level scenic area to help Hunyuan achieve all-round high-quality transformation and development. He asked everyone to: First, live up to the mission. Municipal Party Secretary Lu Dongliang pointed out that "Hengshan Mountain should be developed into a 5A-level scenic area integrating sightseeing tourism, cultural experiences, health and wellness resorts, and outdoor fitness." The government work report proposed to "speed up the creation of the Hengshan Mountain-Hanging Temple 5A-level scenic area." The County Committee and County Government also promoted the creation of the Hengshan Mountain 5A-level scenic area as a key task this year at the 4th Plenary Session of the 16th County Committee and the 3rd Session of the 18th County People's Congress, putting forward the task requirement of "striving to pass the national landscape review by the end of the year." Therefore, the creation of a 5A-level scenic area is a political task and the common mission of everyone present. Everyone must focus their work and efforts on the creation of the Hengshan Mountain 5A-level scenic area and resolutely complete the task with a high degree of political consciousness. Second, live up to the prime of life. The creation of a 5A-level scenic area requires solving not only hardware problems such as tourism public facilities, tourism products, traffic routes, and landscape environments, but also re-excavating, sorting out, and reshaping the soft environment of Hunyuan's North Yue culture, tourism resources, and operation and management models. This is a project with a wide range of involvement, large workload, strong professionalism, and high difficulty. Moreover, the state has very strict control over 5A-level scenic areas, with only one indicator per province per year. Therefore, the creation of the Hengshan Mountain 5A-level scenic area is not a qualifying competition but a championship competition. It is a competition to see who can complete the upgrade and transformation of the scenic area according to the creation standards earlier and who has the strength to represent Shanxi in winning this honor. We must work harder than others with a sense of urgency and responsibility, showing more determination than others to achieve overtaking. Third, live up to Hunyuan. The creation of a 5A-level scenic area is actually a process of improving the construction, development, and management of the Hengshan Mountain scenic area, and a reorganization and reshaping of Hunyuan's tourism resources and industrial structure, with far-reaching implications. It can be said that the creation of a 5A-level scenic area can drive the development of rural tourism, homestays, and other whole-region tourism industries, promote the development of whole-region tourism products such as the Astragalus membranaceus industry, cold noodles industry, and cultural and creative products, and play a huge role in driving employment, driving the development of other industries, and creating economic benefits. Therefore, the creation of a 5A-level scenic area is an inevitable path for Hunyuan to achieve prosperity in the cultural tourism industry. Everyone must shoulder their responsibilities, carry forward the spirit of dedication, do more, work harder, leave something for future generations, and create a better future for Hunyuan.

Gao Ying stressed the importance of strengthening unity and cooperation and fostering a collaborative atmosphere to consolidate the strong forces driving the development of all undertakings. Cao Qilong made a statement, expressing resolute support for and complete obedience to the organization's decision. He emphasized the importance of maintaining a correct political direction and absolute loyalty to the Party; bravely shouldering responsibilities to promote the creation of the Hengshan Mountain 5A-level scenic area; strengthening unity and cooperation to build a strong force for common development; and upholding disciplinary bottom lines to create a clean and upright environment for undertaking tasks and making achievements. Cao Qilong stated that under the strong leadership of the municipal Party committee and government, and the county Party committee and government, he would resolutely shoulder the historical mission of establishing the Hengshan Mountain 5A-level scenic area, and work together with all the comrades in the Hengshan Mountain Scenic Area Management Center, working tirelessly and forging ahead, to contribute all his strength to the strategic path of Hunyuan's "cultural ecological brand, characteristic leisure city, and tourism and health care road", and the overall goal of Datong's "struggling for two five-year plans and entering the first echelon."

The convening of this conference marks the official renaming of the former Hengshan Mountain Scenic Area Management Committee to the Hengshan Mountain Scenic Area Management Center, and also signifies the upgrading of the scenic area management agency to the department level.
