County leaders including Yang Qiongsheng, Zhou Hua, Li Yuexin, Li Qizhong, Cao Qilong, Xie Risheng, Jin Xiaofei, Hu Peng, and Xu Jinri, along with heads of the units involved in the 5A‑level designation process, attended the meeting.
In his speech, Zhao Yuqing pointed out that the efforts to develop Hengshan Mountain into a 5A‑level scenic area and to build a national civilized city are core initiatives for elevating Hunyuan’s urban standing, strengthening its cultural and tourism industries, and enhancing the well-being of its people. These endeavors are crucial measures for promoting high‑quality county‑level development and, above all, constitute hard‑and‑fast political tasks that must be completed with the highest standards. Through sustained, concerted efforts across the entire county, both initiatives have achieved phased results: scenic‑area development has been upgraded and accelerated, cultural and tourism offerings have continued to diversify, the urban–rural landscape has improved markedly, and the atmosphere of civic civility has grown steadily stronger—laying a solid foundation for the next stage of decisive progress. While acknowledging these achievements, it is equally important to clearly recognize the current shortcomings in our work. Systemic weaknesses remain in both initiatives; there are still gaps in scenic‑area infrastructure, smart‑tourism systems, and service quality, and persistent problems in the city‑building campaign have not been fully addressed, with long‑term mechanisms yet to be fully established.
Zhao Yuqing emphasized that the two initiatives are now in a critical phase of decisive battle, breakthroughs, and overcoming tough challenges—characterized by tight deadlines, daunting tasks, and immense responsibility. All levels across the county must elevate their political awareness, squarely confront existing problems and shortcomings, and firmly shoulder their duties, deploying stronger measures and more concrete actions to address weaknesses and consolidate the foundations of these efforts. It is essential to improve the coordinated promotion system, refine the “dual-leader” working mechanism, adopt list-based management and case-closure‑style rectification, and conduct regular oversight and progress monitoring of key tasks. We must rigorously strengthen work style development, reinforce supervision and performance appraisal, and clearly orient rewards and punishments to compel cadres at all levels to fulfill their responsibilities and deliver tangible results through earnest, pragmatic action. Furthermore, we need to forge unified momentum for these initiatives across the entire region, launch comprehensive publicity and guidance campaigns, energize industry‑led self‑governance, encourage broad public participation, and build a governance framework in which everyone takes part and the whole area is jointly developed.
Zhao Yuqing urged all levels and departments across the county to resolutely discard complacency and wishful thinking, closely adhere to the established standards, focus on weak links, and rigorously address identified issues. By maintaining a robust work style, they should ensure the thorough and meticulous implementation of all tasks, striving to win the tough battles of achieving 5A‑level scenic‑spot status and building a civilized city, thereby leveraging tangible results to boost the revitalization of Hunyuan’s cultural and tourism sectors and the county’s high‑quality development.
Yang Qiongsheng emphasized that all levels and departments must uphold the unity of problem-oriented, goal-oriented, and results-oriented approaches, adopt targeted measures, exert precise efforts, and ensure rigorous implementation to comprehensively address the shortcomings and weaknesses in the work of creating a national civilized city. It is essential to accelerate the development of Hengshan Mountain into a 5A-level scenic area, coordinate the standardized construction of both software and hardware, regulate the order of the cultural and tourism market, deepen the integrated development of the scenic area and the surrounding city, and improve the closed-loop mechanism for tourist services and complaint handling, thereby comprehensively enhancing the quality of the scenic area and its service standards. Furthermore, we must consistently and effectively advance the construction of a national civilized city, focusing on key areas such as environmental improvement, safeguarding people’s livelihoods, and public participation; regularly rectify urban and rural disorder, upgrade convenient public facilities, and expand publicity channels, continuously optimizing the living environment in both urban and rural areas. Finally, we must firmly uphold the bottom line of safe development, closely monitor critical sectors including cultural and tourism operations, forest fire prevention, road traffic, and public opinion management, and weave and strengthen a robust safety protection network.
Yang Qiongsheng urged all responsible units to refine their task lists, firmly assign responsibilities to specific posts, and adopt a reverse‑schedule approach to ensure timely progress, implementing visual management and maintaining high‑frequency momentum. The dedicated inspection team is to conduct regular unannounced visits and carry out frequent supervisory checks; for work that lags behind or is inadequately implemented, it will be placed under public oversight with clear deadlines for rectification, ensuring that all issues are fully addressed and all tasks are effectively carried out, thereby striving to elevate the quality and efficiency of the two initiatives and secure a decisive finish.
Cao Qilong, director of the Hengshan Mountain Management Center, reported on the progress of Hengshan Mountain’s 5A-level designation and outlined plans for the next phase of work.
Jin Xiaofei, a member of the Standing Committee of the County Party Committee and Head of the Publicity Department, briefed the attendees on the overall progress of urban civilization construction and outlined plans for the next phase of work.
Xu Jinri, a member of the Standing Committee of the County Party Committee, Secretary of the County Commission for Discipline Inspection, and Director of the County Supervisory Commission, has focused on disciplinary oversight and refined related supporting measures.
